An expert group meeting was convened in Beijing Xijiao Hotel on Sep. 6th to review the enforcement assessment report on Law of the People’s Republic of China on Prevention and Control of Environmental Pollution by Solid Wastes. The meeting was hosted by Hou Li’an, the group leader, Academician of Chinese Academy of Engineering and head of Institute of Logistics Science and Technology of the PLA Rocket Force. More than 30 members also attended the meeting, including Wang Yong, Director of the Research Office of Environment and Resources Protection Conservation Committee of National People’s Congress (NPC), Liu Yi, Dean of the School of Environment of Tsinghua University, Liu Jianguo, Division of Solid Waste Management of the School of Environment of Tsinghua University, Hu Hualong, Deputy Director of the Department of Solid Wastes and Chemicals of Ministry of Ecology and Environment (MEE), Chen Ying,Division Director of the Department of Solid Wastes and Chemicals of MEE, Cheng Liang, Deputy Director of the Center of Environmental Investment Performance Management of Chinese Academy of Environmental planning of MEE.
The member of the review group includes Wang Yi, member of the Standing Committee of NPC and Vice President of Institutes of Science and Development of Chinese Academy of Sciences, Xi Beidou, Chief Engineer of Chinese Research Academy of Environmental Sciences, Wang Qi, researcher of Chinese Research Academy of Environmental Sciences, Yi Bin, President Secretary General of China Association of Environmental Protection Industry, Liu Jinghao, Vice President and Secretary General of China Association of Urban Environmental Sanitation, Guo Zhanqiang, Secretary General of China Association of Circular Economy, Huang Jin, Secretary of National Technical Committee 275 on Environmental Protection Products (SAC/TC275) and researcher of Branch of Resource and Environment of China National Institute of Standardization and Liu Xiaolong, Deputy Director of Centre for Strategic Studies under the Chinese Academy of Engineering, etc.
Wang Yong is making a speech
In his speech, Wang Yong stated that the enforcement inspection carried out by the NPC on Law of the People’s Republic of China on Prevention and Control of Environmental Pollution by Solid Wastes was of vital importance and third-party assessment of law implementation played a big role. He reviewed the past work performance and set plans for the next phase, asking experts to review the assessment report in a scientific and strict manner. In his summary speech, he spoke highly of the efforts paid by members of the assessment team over the past five months and recognized their hard-won results. The objective, impartial and high-quality report has provided strong support for the law enforcement inspection.
Liu Jianguo is presenting the program results
Project leader Liu Jianguo reported the previous work and major achievements regarding the enforcement assessment of Law of the People’s Republic of China on Prevention and Control of Environmental Pollution by Solid Wastes. From the aspect of division of responsibility, enforcement effectiveness and problems, he mainly talked about the implementation of major principles and provisions, important supervision and management regulations, regulations and measures for key areas, important safeguarding measures, legal duties and legal responsibilities and also proposed recommendations for more effective implementation of the law.
The review experts appreciated and approved the assessment report, and also pointed out areas of improvement, such as coherence and highlighting key points. According to them, three periodical reports and an assessment report of the assessment team focuses on regulations and provisions based on systematic and profound research in a problem-oriented way, providing professional support for NPC’s inspection work. The assessment report systematically illustrates the implementation of major principles, major rules and regulations, legal duties and legal responsibilities, complementary legislation lists, identifies major problems of implementation, and proposes targeted recommendations for better implementation. Written in a systematic manner with scientific approach and objective results, the report is of great importance to improve the accuracy and professionalism of legal supervision and further promote law implementation, thus having great value.

On behalf of the School of Environment, Tsinghua University, Liu Yi extended gratitude to the Environmental Protection and Resources Conservation Committee of NPC for their trust and guidance throughout the program and to the review group for their long-time guidance and support. He also gave tribute to assessment team members for their great efforts despite of difficulties.

General Secretary Xi Jinping has repeatedly given important instructions and written instructions on promoting waste sorting, banning the import of waste, and control and prevention of plastic pollution and other solid waste pollution. NPC Standing Committee launched its first inspection program in 2021: the implementation inspection of the Law of the People’s Republic of China on Prevention and Control of Environmental Pollution by Solid Wastes. In order to facilitate the program and improve the accuracy and professionalism of the inspection, the School of Environment of Tsinghua University, the Center of Environmental Investment Performance Management, Chinese Academy of Environmental planning and the Department of Solid Wastes and Chemicals of MEE jointly launched an assessment group commissioned by the NPC Environment and Resources Protection Conservation Committee. Based on their research, the group wrote an assessment report, thus providing valuable insights of implementation inspection for the Standing Committee of the NPC.
